On Background

Sarah Pemberton Greenway

Policy Strategist

Sarah is a policy strategist working at the intersection of public policy, politics, and institutional life. Her work centers on the questions that live between principle and implementation: how ideas become policy, how policy becomes practice, and how institutions can become more responsive, durable, and humane.

Her background spans operations, governance, and public administration, including six years at McKinsey, where strategy, execution, and judgment carried equal weight. She recently completed her Master of Public Administration at Tulane University, sharpening her focus on policy design, institutional strategy, and the practical work of public problem-solving.

Based in St. Petersburg, Florida, she writes about policy, politics, and public life with a close reader’s eye and a practical bias toward implementation. This site brings together selected work, writing, and marginalia on the institutions, incentives, and decisions that shape civic life.
